About James Antoine

James Antoine has expertise in the development of ICT4D strategies in Caribbean economies. He has performed on several multi-domestic projects and consultancies in roles such as e-Commerce Specialist, ICT4D Specialist, ICT Strategy Expert, Trainer and Technical Consultant.

James has technical knowledge of Geographical Information Systems, Relational Database Management Systems, satellite remote sensing, internet technologies and computer networks. He is skilled in spatial data analysis and software engineering, and is a competent programmer in functional and object oriented programming languages such as C, C++, Java and Python.

Projects on James’ consulting portfolio include the CTA’s “Web 2.0 Learning Opportunities”, CARDI’s “Strengthening ICT Usage in Caribbean Agriculture Value Chains”, the ITU funded “Connect the Caribbean” Strategy, the EU funded “Programme to enhance the establishment of e-commerce regimes and the adoption of e-commerce by SMEs in CARIFORUM” and the IDB funded “Improving the Performance of SMEs through the application of ICTs”.

Based on the knowledge gained from his extensive consultancy experience in the Region, James has contributed significantly to the development of what essentially is an e-marketplace for the Caribbean. The platform has applications for agriculture and in this regard has been supported by Regional agricultural sector stakeholders such as CARDI, the Barbados Agricultural Society, Government of St. Kitts and Nevis, Guyana New Marketing Corporation and the Network of Rural Women Producers. James was also part of the team to establish the first ever mobile app development competition for the Caribbean, branded as iCreate.

James holds a post graduate certificate from the International Institute for Geo-Information Science and Earth Observation, Enschede and a BSc. in Computer Science from the University of the West Indies.
